On 7 July 2026, the Off-Campus Expert Appointment Certificate Ceremony was held at the Shenzhen Advanced Institute of Harbin Institute of Technology (Shenzhen). Huang Zhong, Party Secretary of the campus, presented appointment certificates to 25 experts from Shenzhen’s scientific research, industrial, educational, legal, medical and other sectors. Among them, Lawyer Ming Can, Founding Partner and Director of the Management Committee of Jintang Law Firm, was officially appointed as Distinguished Research Fellow of Harbin Institute of Technology (Shenzhen).

Founded in 2020, the Shenzhen Advanced Institute was designated a Distinctive New-Type Think Tank of Guangdong’s Institutions of Higher Education in 2021. Drawing on the solid disciplinary foundation of HIT’s “One University, Three Campuses”, the Institute maintains in-depth connections with government, industry, academia and research communities at home and abroad. Centred on its core business of policy consultation, it strives to build a professional new-type think tank and international intellectual service platform that supports the national high-quality development strategy, the development of the Guangdong-Hong Kong-Macao Greater Bay Area, as well as the growth of strategic emerging industries and future industrial clusters in Shenzhen.

Huang Zhong, Party Secretary of the campus, noted that Shenzhen’s over 40 years of high-quality development cannot be achieved without intellectual support from think tank experts. As a Distinctive New-Type Think Tank of Guangdong’s universities, the Shenzhen Advanced Institute shoulders expectations for local economic and social advancement. He expressed the hope that all experts and scholars will pursue research that is “rooted in national strategies and grounded in local realities”, closely align academic work with major national strategic demands and local development conditions based on their specialisations. They should promote interdisciplinary integration and collaborative innovation to foster composite research teams. Guided by practical demands, they shall focus on key issues including innovation-driven development and Greater Bay Area construction, and produce more high-level think tank research outcomes.

A former SWAT member of the Cheetah Commando and a senior police officer of the Preliminary Investigation Brigade, he currently serves as Member of the Nanshan District Committee of the Shenzhen Municipal Committee of the Chinese People’s Political Consultative Conference, Law Enforcement Supervisor of Futian Public Security Bureau, Instructor for Comprehensive Criminal Law Enforcement Training at Shenzhen Police Academy, Visiting Professor at the Criminal Law School of Northwest University of Political Science and Law, Executive Dean of the Guangdong-Hong Kong-Macao Greater Bay Area Branch of the Enterprise Compliance Research Institute of Northwest University of Political Science and Law, Executive Vice Dean of the Greater Bay Area Research Institute of Northwest University of Political Science and Law, Vice Dean of the Shenzhen Branch of the Advanced Criminal Defence Research Institute of Northwest University of Political Science and Law, and Executive Vice President of the Guangdong Alumni Association of Northwest University of Political Science and Law.

He previously served in Nanshan Branch of Shenzhen Public Security Bureau, police stations, the Legal Affairs Section and the Preliminary Investigation Brigade under Longhua Branch. He possesses extensive experience in criminal investigation and preliminary examination, with focused research on the collection and review of criminal evidence. During his tenure in preliminary investigation, he handled more than one thousand criminal cases each year, accumulating profound practical experience in criminal case handling.
