To further advance the in-depth integration of theoretical research and industrial practice, explore legal safeguards and service innovation for the cutting-edge low-altitude economy, and boost the development of new quality productive forces in the Greater Bay Area, Jintang Law Firm, the Bay Area Research Institute of Northwest University of Political Science and Law, and Pengcheng Low-Altitude Economic Industry Development (Shenzhen) Co., Ltd. held exchanges on the prospects of the low-altitude economy and signed a strategic cooperation agreement on April 17, 2026.
Attendees of the forum and signing ceremony included Ming Can, Executive Vice President of the Bay Area Research Institute of Northwest University of Political Science and Law and Director of the Management Committee of Jintang Law Firm; Yan Zhengxiong, Deputy Director of Jintang Law Firm; An Xiao, President, and Wang Changguo, Vice President of Pengcheng Low-Altitude Economic Industry Development (Shenzhen) Co., Ltd.; Huang Zhenmin, Director of the Integrated Operation Center of Jintang Law Firm; as well as Du Nan, Long Jianyou and Li Yuan, members of the Low-Altitude Economy Legal Affairs Center of Jintang Law Firm.
During the forum, the three parties engaged in enthusiastic and in-depth discussions on the rapid growth of the low-altitude economy and emerging legal issues arising therefrom. Ming Can, Director of the Management Committee of Jintang Law Firm, extended a warm welcome to all guests and introduced the firm’s professional layout and team building in emerging sectors, especially the low-altitude economy. Jintang Law Firm has formally established a dedicated Low-Altitude Economy Legal Affairs Center. From an industrial perspective, An Xiao and Wang Changguo from Pengcheng Low-Altitude Economic Industry Development Company elaborated on practical policy and legal demands encountered in operational activities and infrastructure construction.
Drawing on their practical experience in infrastructure investment, government supervision and compliance, the three parties held pragmatic discussions on specific legal matters including low-altitude airspace administration, data security and privacy protection, accident liability determination and insurance innovation. All three sides agreed that as a strategic emerging industry, the sound development of the low-altitude economy calls for synchronized innovation and support from legal services.
Building on thorough communication and consensus, the three parties entered into strategic cooperation and completed the signing. Moving forward, they will set up a regular communication mechanism, jointly host high-level forums on laws and policies governing the low-altitude economy, gather expertise from academia, industry and the legal sector, and build a high-end dialogue platform. Joint research projects will be launched to address common legal challenges emerging in industrial practice, facilitating the translation of theoretical findings into practical solutions.
This cooperation signing aims to deliver robust legal support for the development of the low-altitude economy. It will contribute professional strength to fostering new quality productive forces within the Guangdong-Hong Kong-Macao Greater Bay Area and building a leading low-altitude economic industrial hub for the region and the whole country.
