Professional Background

He graduated from Northwest University of Political Science and Law in 1995 and has worked in courts, government legal affairs offices, judicial bureaus and other institutions. After engaging in legal practice, he has focused on administrative reconsideration, administrative litigation, expropriation and demolition, construction engineering and other practice areas. Over the past 30 years, he has taken legal popularization as his responsibility and delivered hundreds of lectures on legal knowledge and practical issues including the Constitution, Administrative Law and Civil Code for government authorities, enterprises, public institutions and schools. He was awarded the honorary title of National Model Individual for Legal Popularization by the Publicity Department of the CPC Central Committee and the Ministry of Justice in 2015, and the Model Figure Serving the People through Judiciary in the New Era by the Ministry of Justice in 2019.

Practice Experience

From 2007 to 2020, he worked at the Chancheng District Government Legal Affairs Office and the District Judicial Bureau, handling government legal affairs including administrative reconsideration, administrative response to litigation, regulatory review and major government legal matters. He successively served as Deputy Director of the General Office of the District Party Committee and District People’s Government, Director of the Legal Affairs Office and Director of the Judicial Bureau.
